Didn’t feel it did anything

I have fine short hair with loose curls. I put the product in wet hair and let my hair mostly air dry. The curls don’t hold if I use a diffuser to finish. It also doesn’t hold if I’m out in any wind. It makes my hair feel overly dry to the touch. I was hoping for soft silky feeling curls when my hair was completely dry which I get with some other products.
